a note, communication or draft decision of a person acting in a judicial or quasi-judicial capacity; or. (b) to another custodian where the custodian disclosing the information has a reasonable expectation that disclosure will detect or prevent fraud, limit abuse in the use of health care or prevent the commission of an offence under an Act of the province or of Canada.
